You can reach the island via the Chebeague Transportation Company Ferry which leaves from Cousins Island. View the ferry schedule here. If you don't have a year-round parking pass for the Cousins Island lot, you will need to purchase a day pass for the Route 1 Cumberland lot and take the shuttle bus to the dock. Directions for the parking lot are here. Tickets can be purchased on the ferry.
